Hello and thank you for the feedback. We are dedicated to designing extensibility into business processes by means of app hooks and/or flow builder events. However to remain true to a "closed architecture" / "extension by API" principle, we are not planning to make every Symfony event accessible to app script hooks, because it would imply a less stable API for the developers using it OR imply stricter criteria for Shopware to break internals which is sometimes necessary to improve the overall application.
We are happy to take specific use cases into account and add new events where they are needed.
