The XML definition is only suitable for simple use cases. We recommend to use the Meteor Admin SDK for more complex field usages
We have several local domains and IPs whitelisted, see this file:

What is your local development domain where you have problems with? If it is a general domain you can create a PR to add this domain to our whitelist.
