The clearly defined data set - a dynamic product group where zero stock and inactive products are included - must be reflectet 1:1 by the feed export.
If not needed this data can easily filtered out in the dynamic product group by definition criteria.
Why does the feed logic change the selected dataset in this case and export it differently - without the zero stock and inactive products.
This behaviour is not documented. Should be reworked in the export module.
